HUMANITARIAN CRISIS IN LLACALLACA 
Santo Domingo de los Olleros, 
Huarochirí, Perú.

The crisis begins.
On March 12th 2018, a humanitarian crisis situation begins derived from an old conflict for the ownership of land in Santo Domingo de los Olleros district, Huarochirí province, Lima region, Peru.

The communities involved in the conflict are Llanac, its main town is San Pedro de Huallanchi, and Matara, its main town is also called Matara.

In this area exists since 114 years ago a little rural village called Llacallaca inhabitated by people from Matara.

The legal trial for the land started 30 years ago, the people from Huallanchi claim the ownership of the land occupied by the Matara people

There is an especial interest on this land because the water source laying underground. In this dry and arid valley water is a highly valued resource.

Finally on March 12th 2018 a judge ordered the people from Llacallaca to leave the place, this means the exile of 51 families that have been living here during 114 years. They made a living here, houses, farmland, etc.

The comand from the judge was executed with support from the police, a big number of policemen, cavalry and heavy duty machinery displaced with violence the people from Llacallaca, they distroyed and burned the humble houses. Moreover, started the removal, destruction and killing of the plantations of tuna (cactus fruit), fruit trees and other crops that were the source of living of the Llacallaca people.

Besides this may be or not a fair legal process the result is a Humanitarian Crisis situation, the exiled people suddenly found themselves homeless and without any source for living and no means to survive, no food, no home, no nothing...

The drama for the children is another critical situation as the little school of Llacallaca was destroyed as well and the children have not school now. The emotional impact on the children was terrible, they are very scared, terrifies and traumatized as they witnessed how their homes were destroyed and burned... the children have runned away to the hills and are disconsolate crying and don't want to come back -said a woman from Llacallaca.

Response.
The Sto. Domingo de los Olleros major provided emergency support to the affected people by giving them Defensa Civil tents and some food supplies, however the Huallanchi people attacked again and burned the tents leaving the Llacallaca people without shelter and forced to sleep outdoor among the rocks in the hills and on the road because they are not allowed to stay in the land Huallanchi claims as theirs.

Also the major has started actions and paperwork in the government agencies that may intervein and help. All with no response to the moment.

CALL FOR HUMANITARIAN AID

The Sto. Domingo de los Olleros major sent a help request to Unidad 4x4 de Ayuda.

Sto. Domingo de los Olleros and other eight towns in the zone, included Huallanchi and Matara, were assisted by our organization of volunteers by carrying donations and humanitarian aid goods during the months of natural disasters caused by El Niño Costero 2017, intense rains causing mudslides and floodings severely affected these towns. We deployed 52 4x4 trucks of volunteers and 27 tons of humanitarian aid were distributed to the affected people.

We, the volunteers of U4x4A are informed of this situation and asume a neutral position, besides if this is a legal and fair process or not, our main interest and focus is to bring humanitarian aid to the affected people suffering this crisis.

  • Coordination with the local Volunteers network, a crisis meeting will be held on Monday April 9th to treat this issue and decide the appropiate response.
